In June 2008, Nokia (whose Symbian Developer site maintains an open source reference implementation of the AVC/H.264 reference implementation) released the Nokia N-Vidia implementation, made publicly available under GPLv3. Initially, the implementation was restricted to the ARM architecture, but later Linux and Windows builds for the ARM architecture became available. When it was released, the implementation was significantly out of sync, because all H.264 functionality was implemented as extensions to HEVC, which is currently under development as part of the Joint Video Team (JVT) group and is in the final stages of completion.[55] Thus, the Nokia implementation is of the very latest and most stable H.264/AVC standard, but is also the most experimental and is not considered a development baseline.
In July 2009, Consumer Technology Association (CTA) filed a motion to allow the use of the video codec AVC/H.264, which was approved in October 2009. This motion allowed the use of AVC/H.264, but the Motion Picture Experts Group (MPEG) has since drafted resolutions that sought to limit its use to some extent: to ensure that the use of AVC/H.264 does not lead to obsolescence of the high-profile MPEG-2-based DVD format, and that the AVC/H.264 specification does not require the use of either MPEG-4 AVC/H.264-based Simple Profile or MPEG-4 AVC/H.264-based Main Profile or Main Level Profile. Consumer Electronics Association CTA filed a motion to allow the use of the video codec AVC/H.264, which was approved in October 2009. If the motion is accepted, the term "AVC/H.264" will be used with the label "functional equivalent of AVC/H.264" on consumer electronics products using the H.264 standard. Since the MPB (MPEG-4 AVC/H.264 baseline profile) and the SI profiles were in a pure video component of the multiviewport structure, the motion does not affect those profiles. Additionally, the MPB and SI profiles are "effective equivalence" profiles, meaning that they are functional equivalents of AVC/H.264 profiles, and should be equally interoperable with AVC/H.264 profiles. d2c66b5586
